Project Tecnoparq Maringá

The project aims at developing analytical and modeling studies for Tecnoparq – Maringa Regional Technological Park, including a viability study, institutional and management modeling, and project strategies.  

The studies will evaluate the Tecnoparq project in regard to its technical, economic, and financial viability under the sustainability, innovation, and regional development perspective, by means of a concerted effort among the public and productive sectors, the academia, and the community. The studies also contemplate institutional and management modeling for project governance, according to an innovative public-private partnership model, besides and associated business model.

Tecnoparq Maringá is the result of a longtime nurtured vision for the future of local leaders. Recently, the city brought together the business, academic, and public sectors around the most suitable technological alternative for developing the region. The creation of UEM – Maringá State University, in 1970, and its transformation into an important and diversified teaching and research institution, was the initial step of this process.

The Tecnoparq Maringá project is coordinated by ITM – Maringá Technopolis Institute. The project received an initial grant – a plot of land measuring 12 alqueires (approx. 72 acres) – from the City of Maringá. The project’s total area of implementation, with specific urbanization will amount to 276 alqueires (approx. 1,656 acres). 

IPD is in charge of managing financial resources, and in December 2005, it signed an agreement with Finep – Studies and Projects Financing Agency, as a means of obtaining financing from the National Scientific and Technological Development Fund.

Two of the project’s physical goals are already in place:
1- Project setup and governance organization; and
2- Strategic convergence development.

The next stages are:
3- Developing the Project’s Implementation Program
4- Economic and Financial Viability Studies;
5- Developing the Project’s Business Plan;
6- Project Management and Technical/Logistic Support

Even before its material existence, Tecnoparq Maringá is already internationally connected. Resulting from a long-term cooperation between Paraná and the Province of Quebec (Canada) and of the vision of a group of consultants, a cooperation agreement was signed in 2004 with Tecnoparq Saint-Laurent (near Montreal), one of the most successful ventures of this kind in the world.

Tecnoparq Maringá is a professional enterprise. The knowledge and know-how transfer from Tecnoparq Saint-Laurent, currently in progress, will favor the creation of a self-sustainable business model. The repressed demand for corporate space in the region, particularly in Maringá, and the large amount of businesses (estimated at about 600) ready to benefit from the park imparts reliability to the project. Briefly, according to the Canadian model, a non-profit organization uses the park to create technological assets that after the maturity date are securitized in the market and generate revenues to be reinvested.

It is a long-term vision. Tecnoparq Maringá is an enterprise with a 15-year perspective, based on five-year goals.
